Femtocell networks provide mobile users with low-cost and high-bandwidth Internet access. Femtocells embedded in macrocells form a hierarchical network. When a mobile user is in a femtocell under the hierarchical network, the user can connect to the base station in the femtocell. However, due to the inaccurate position information of wireless location estimation methods, the user may connect to an inappropriate base station, which reduces the system performance. Therefore, we
